CONTEMPLATING TAKING OVER

A Reuter message from Peiping quotes the semi-official press as say- ing that new demands have been presented in Tientsin.

These demands include, says Reuter, the engagement of Japanese advisers by the Council, joint search by British police and panese gendarmes for terrorists, and the extradition of any

The press adds that the Japanese authorities have under contempla- tion the taking over of the Tientsin

One of the first results of this announcement, it is reliably stated, will be the initiation of Staff talks between Britain, France and Russia. Preliminary steps for these talks have already been taken, it is believed.

The French compromise pro- posals, it was stated yesterday, contain the chief elements of the British and Russian proposals.

Russia, it was proposed, should give Poland and Rumania full guarantees, and Britain and France would help her if she was attacked. This was the essence of the British plan.

The French plan was for auto- matic guarantees in the case of direct attack.
