NO NEGOTIATION AT PRESENT ON SHANGHAI SETTLEMENT ISSUES

Mr. Arthur Henderson (Labour) sought informa- tion in the House of Commons yesterday about the situation in the International Settlements at Shanghai and Amoy. The Under-Secretary for Foreign Affairs, Mr. R. A. Butler, recalled that the Japanese Government had recently put forward suggestions for revi- sion of the Land Regulations of the Interna- tional Settlement at Shanghai and the consti- tution of the Chinese courts there.
Replying, our Ambassador in Tokyo, Sir Robert Craigie, made it clear to the Japanese Govern- ment that while His Majesty's Government would be ready in consultation with other in- terested powers to participate in negotiations regarding any revision needed, conditions in the Shanghai area were so far from normal that negotiations could not be initiated at pre- sent with any prospect of success.

be one Majesty's Government to which should wait the development of more stable conditions.
The same observations applied with equal force to administration of the Chinese courts in the Settle- ment, which were established under a multi-lateral agreement.
Mr. Butler continued it was un- derstood that the United States Government had replied in similar fashion.
