KING'S RAZOR IS STOLEN

Some of the charges the com- mittee makes are that convicts, taken to the girls' orphanage at Davenport to work in the garden, gave "courses in vice"; that at a Toledo orphanage a boy was al- to entice lowed to build huts girls; that at another orphanage girls were allowed out to keep hotel trysts with men.

The committee alleged that one] institution had a "medieval tor- ture chamber"—a barbaric dun- geon in which offending children | were crowded..
