The much-heralded Chinese general offensive on all fronts from Inner Mongolia to Kwangtung has either started or is on the eve of being launched, stated authoritative quarters here yesterday. The initiative in the 21 months' fighting which has already taken place, hitherto has been in the hands of the Japanese.
