BRITAIN GOING GREAT DEAL FURTHER THAN CONSULTATION

"The Government is actively continuing consulta-j

tions with other governments on issues arising from the recent events," declared the Prime Minister, Mr. Neville Chamberlain, in the House of Commons yesterday.

Mr. Chamberlain was replying to a question from Mr. Arthur Greenwood, Deputy Leader of the Labour Opposition.

Mr. Chamberlain continued: "During the progress of these consultations the House will appre- ciate that it is essential that their confidential character be respected.

"The House will not expect me to make a statement which cannot be complete until we are in posses- sion of the final views of the other governments concerned."

Mr. Greenwood asked the Pre- mier whether in order to remove apprehensions he would go a little further and say whether the de-. claration which had been submit- ted to certain Powers was one for consultation or whether it involved military commitments.

It was argued in Jenking's behalf that a man of his rank-chief petty

officer-could only have been dealt with summarily for "highly insu- bordinate conduct", and that his of-

fence did not fall within that cate-

gory.

Giving judgment, Mr. Justice Hal- lett said it had been contended for the plaintiff that wilful disobedience was something merely passive, whereas insubordination was some- thing in the nature of active

"I think that wilful disobedience to a lawful command of a superior officer would commonly and correctly be described as a kind of insubor dination, though not the only kind," observed the judge.

It had been argued that, an officer in command of a ship could not be the judge of his own jurisdiction, Mr. Justice Hallett continued, add- ing:
