It is learned that to-day's special meeting of the Ca- binet will discuss the statements to be made in the House of Commons and House of Lords by the Prime Minister and Foreign Secretary. Tremendous diplomatic activity has been in process in all capitals closely associated with Britain, and Lord Halifax is expected to inform the Ca- binet on the results of exchanges of opinion with Paris, the Soviet and the States of the Bal- kan Entente.
