The Axis Against The World:

Startling Report

London, To-day.

An attempt is being made to convert the Anti- Comintern Pact (between Japan, Germany, Italy and Hungary) into a military alliance, says A. J. Cummings writing in the "News Chronicle."

Mr. Cummings says that a secret Japanese mission of three members is now on board the Lloyd Triestino liner "Conte Verde" (which passed through Hong Kong last week) to present offi- cial instructions at a conference in Berlin at the end of February.

Their aim is to take final steps to convert the Anti-Comintern Pact into a formal three-power military alliance.

The Japanese emissaries are stated to be Colonel Tasumi, of the European-American depart- ment of the General Staff. Rear- Admiral Abe, departmental chief| of the Naval Staff, and Mr. Ito, of the Foreign Office.

Japanese Ambassadors and Ministers in Europe will also at- tend the conference.

NEW STRESS The "News Chronicle" adds

that conversion of the Pact to a

military alliance has hitherto been delayed be- caused Japan desired it to be primarily aimed at the So- viet, while Italy and Ger- many insisted it must also cover Great Britain, France and America.

The "News Chronicle" says the conference of Japanese Ambassa- dors in Paris last month agreed to recommend Tokyo to accept Hence the Italo-German view. the approaching conference in Berlin. Reuter.

Tokyo, To-day. The Japanese naval spokes- man reiterated. that the occu- pation of Hainan is solely for the purpose of destruction of a base used by the Chinese to South- convey munitions to West China in armed junks.

He denied any breach of the agreement with France of 1907 and said that the Notes exchanged between France and China in 1897 regarding the prevention of intervention by third Powers. in South China referred only to China and France and were not, there- fore, binding for Japan.
