JAPAN'S WAR BUDGET Over Yen 7,000,000,000 For The Coming Year

FRICTION

BETWEEN ARMY AND NAVY

Tokyo, To-day.

The supplementary budgets for the Japanese Army and Navy for the financial year which com- mences on April 1st will be presented to the Diet about the middle of February. They are expected to exceed six billion yen. The Army expenditure alone, including Ordinary, Emergency and Extraordinary appropriations, will total roughly Y.5,400,000,000, according to figures compiled by the War Office and present- ed to the Ministry of Finance for approval. For the present year, the Army total was Y.3,821,000,000.

Estimates have been drafted on the basis of a two-power standard, with a high standard of efficiency, taking into consideration the alleg- ed necessity of being fully prepar- ed to face China and Soviet Russia simultaneously.

Estimates are for the maintenance of the Japanese forces in China, reinforcement of the Japanese gar- rison in Manchukuo, replenishment of the Air Force and for the ad- justment and improvement of war supplies....

ADDITIONAL FUNDS

until

Since appropriations only the end of January this year in connection with the China Emer- gency were approved by the last Diet, additional funds for February and March are asked, together with expenditures for the full financial year ending March 1940.

The requirements of the Navy Ministry have not yet been made public, but recent statements made by the Minister for the Navy, Ad- miral Yonai, that the Japanese Navy aims at building up substantial arm- aments to ensure control of the neighbouring seas, imply an impor- tant new construction programme.

SERVICE FRICTION

Reports are current of consider- able friction between the Army and Navy because the colossal financial requirements of the former are proving a serious hindrance to ob- taining funds for naval expansion. In normal years, appropriations for the two services have risen in par- allel, but the demands of the mili- tary during the present "China In- cident” necessitates the Navy cur- tailing, its demands to little more than for the current year, in which the Navy votes totalled Y1,720,000 000,00
