BIRTH RATE IN BRITISH ISLES IMPROVES
London, To-day.
Provisional estimates of the birth, death and infantile mortality rates for 1938 were announced by the Minister of Health in a speech at Norwich last night.
Mr. Elliot stated that the infan- tile mortality rate was down to 53 per 1,000 live births, constituting a new low rate record.
It is 5 below the rate for 1937 and 4 below the previous
record low rate in 1935.
The birth rate for 1938 is higher than the previous year at 15.1 live births per 1,000 of the population.
The crude death rate in 1938 was, with the single exception of that of 1930, the lowest on record. It was 11.6 per 1,000. British Wireless.
BRITISH VESSEL IN DISTRESS IN THE BAY
London, To-day.
A wireless message from the British steamer "Terling", 2318 tons, indicates that the vessel is in distress in the Bay
of Biscay, according to despatches here, which add that the ship is adrift in a violent storm with a damaged steering gear. Tugs have left Gironde to go to the steamer's assistance. The Terling which was built in 1937 was returning from : "West Africa to England.

MR. RUBLEE TO RETURN TO BERLIN
London, To-day. Mr. George Rublec, Director of the Inter-Governmental Committee on Refugees, who, before leaving Berlin, is understood to have re- ceived assurances that the progress of negotiations on which he had beer engaged with the German Govern- ment would not be affected by the removal of Dr. Schacht from the Reichsbank, gave a meeting of the Vice-Chairman's Committee, pre- sided over by Lord Winterton in Paris, an account of his recent con- versations.

A Chinese. report on which Japanese officials decline to comment states that Japanese communications between. Hangchow and Shanghai were severed last night by Chinese mobile units who are steadily closing in on Hangchow. Our Own Correspondent.
PLANES TO TACKLE WOLVES
Stockholm, To-day. Wolves have so greatly increased in the Swedish province of Jemt- land of late that reindeer, herds in this district and even the lives of vacationists in the winter sport re- sorts are seriously endangered. The authorities therefore decided to take drastic measures and holding a wolf hunt with planes, equipped with machine guns.-Trans-Oceán
