BRITAIN TAKING CENSUS FOR BILLETING PURPOSES First Step In Plans For Evacuation Of Cities

Accommodation For Three Million Children

London, To-day.

As the first step in formulating plans for the eva- cuation of from two to three million children from big cities in the event of an emergency, the Minister of Health has circularised local authorities.

Local authorities are requested to co-operate with the Government in taking an immediate census of all available accommodation for billeting purposes. It is hoped the census will be com- pleted by the end of February.

It is estimated that there 1,000,000 children in the adminis- trative county of London alone.

CAMPS IMPRACTICABLE

It is considered that provision of camps will be impracticable, neces- sary accommodation being best found in existing occupied and empty houses on the lines of the emergency scheme formulated' in the October crisis.

This provides for one person to every habitable room, Government paying householders up to half a guinea weekly, according to the accommodation provided:

While no children will be moved in the event of emergency unless the parents so desire, it is contem- plated that schoolchildren be moved, school by school with their. teachers, so that education may be continued in the reception areas.

VOLUNTARY CENSUS

The circular from the Ministry of Health emphasises that informa- tion supplied by householders for the purpose of the census will be. entirely voluntary, objections being noted for consideration.

It is hoped that in the event of an emergency, householders will voluntarily accept the billeting of children, but it is pointed out that those who do not accommodate children may be required to take other persoñs.
