National System For Secondary Schools Urged

London, To-day.

In its report of the inquiry which has been pro- ceeding for five years, the Consultative Com- mittee expresses the view that secondary edu- cation in the past has been too exclusively academic.

They recommended a new type of school to be called a "technical high school" to take selected boys at 11 and to provide a 5-years' course.'

In the first two years the curri- culum will be similar to other se- |condary schools, and later the course will follow more modern lines with science as its central featurė.

A few type of internal examina- tion with leaving certificate to be taken at 16 is suggested.

are to present

Technical high schools be developed out of the junior technical schools in building and engineering, and they will be equivalent in status to grammar schools.

GRAMMAR SCHOOLS'

FUNCTION

-1

The Committee consider that grammar schools should continue as hitherto to provide education mainly for boys and girls likely to go to university, and urge: that greater freedom be allowed schools in shaping their curriculum.

Suggestions for ensuring that pupils shall be allowed their indivi- dual tastes and capacities are made, and the Committee stress the im- portance of good teaching of spoken and written English as the central feature of the curriculum in these schools.

SINGLE NATIONAL SYSTEM Looking beyond these immediate proposals, the Committee favour a single mational system of schools for pupils between eleven and six- teen. In this system there would be grammar schools, technical high schools, modern selective schools and senior schools.
