Tap Shek Kok (Area 49) to accommodate a power station, a desalting plant and an industrial estate. A hydraulic model investigation was commissioned to determine the best shape of the typhoon shelter at the southern end of the new town. Proposals were invited from several firms of consulting engineers to carry out a transport study. Detailed designs and working drawings were completed for 10 contracts, for which tenders were called.
Engineering Works

Work started on reclaiming the central part of Castle Peak Bay and forming more sites in Areas 6 and 9 for development; by the end of the year some 12.5 hectares had been formed. Satisfactory progress was made on the primary road connection with Tuen Mun Road, the Tuen Mun water treatment works extension and the further extension of Pillar Point Road to Siu Lang Shui. In Areas 4B and 30A road and drainage works were nearing completion. Other works commenced during the year included a fresh water service reservoir in Area 23, a trunk sewer to Pillar Point and the training of the river channel south of San Hui bridge.
Buildings

All superstructure works for the first stage of the public housing estate at Tai Hing (for 24,000 persons) were completed and finishing works continue.

A local open space and a temporary market in Area 10 were completed. Three primary schools for the Tai Hing Estate were under construction and building works commenced on a beach building at Cafeteria Beach and a Government office building in Area 10. Piling work for the Tuen Mun divisional police station also commenced.

In the private sector, nine buildings were completed including five factories and by the end of the year 23 buildings were under construction including 20 factory buildings.
Planning
12.50 A revised outline development plan was completed and circulated to relevant Government offices and departments for comment. Layout plans for Areas 11 and 37A (town centre) and Area 37 were approved by the New Territories Development Progress Committee, and a further two plans for Areas 20 and 16A were completed and circulated for comment. Other layout plans continued to be revised as a result of detailed planning and some 58 extract plans were prepared in conjunction with planning advisory matters. Plans and other material were prepared for use in the brochure on the new town development and at the Tuen Mun New Town Exhibition. Draft briefs were prepared for a landscape master plan and engineering feasibility studies to be undertaken by consultants.
