container ships which are being brought into use. The borrow areas on Tsing Yi and Lai King Headland, from which the fill material was taken for the reclamation of these terminals, were handed over for construction of public housing.

Preparations are in hand for an early commencement of construction works by private developers for ship building and repair yards at three sites on the west coast of Tsing Yi.
12.32 Further private development included the completion of site formation on two large lots in Area 21, Tsuen Wan. There has been substantial progress in site formation and construction of multi-storey residential buildings in Area 3. Work commenced on the construction of public roads, drains and sewers to serve these developments.
Buildings
12.33 At Lai Yiu Housing Authority estate in Ha Kwai Chung Area 11 the domestic blocks in phases I and IIA were completed and occupied and the first tower block of the Cheung Ching estate on Tsing Yi Island was completed.
12.34 The Architectural Office completed nine domestic blocks in Kwai Shing estate, providing for a total of 33,469 individual units together with a car park and commercial complex. In Lai King estate three domestic blocks providing a total of 12,825 individual units were also completed together with a restaurant.

During the year work started on a total of five secondary schools in Ha Kwai Chung, Kwai Shing and Lai King public housing estates and on three primary schools in Cheung Ching Estate on Tsing Yi Island, and two primary schools in Lai Yiu Estate were completed. Work commenced at the end of the year on a Sub-divisional Police Station, Married Quarters for the Police and for the Fire Services, a temporary fire services workshop in Kwai Chung and a sub-divisional fire station on Tsing Yi Island.
12.36 Work also started on five recreation and sports grounds and a temporary market. Two cooked food stall bazaars were completed.

Contracts were signed for community halls in Kwai Fong and Shek Yam Estates.
The area of the New Town is covered by three outline zoning plans, namely, Tsuen Wan, Kwai Chung and Tsing Yi. Minor amendments to the first two plans have been considered and agreed by the Town Planning Board. The Outline Development Plan for Tsing Yi Island is being revised in conjunction with engineering investigations.

Revision of Imperial scale outline development plans for Tsuen Wan and Kwai Chung continued as metric base plans became available.
