GENERAL
12.25 Tsuen Wan New Town Development Office is responsible for the development of a new town at Tsuen Wan which also encompasses Kwai Chung and Tsing Yi Island and is being designed for a population of 900,000. By 31st March 1976, the population was about 530,000, of which 77% was accommodated in public housing.
12.26 A development programme for Tsuen Wan was first prepared in 1974. This is reviewed annually and consists of all the publicly financed projects required for the development of the new town, divided into 20 packages set in order of priority for implementation so that at any stage there should be a balanced development of housing, employment opportunities and community facilities.

Investigation and Design
12.27 The development potential of the west coast of Tsing Yi Island was investigated in detail and consulting engineers prepared designs for drainage works and access roads. Land development proposals for the northern part of Tsing Yi were reviewed with the aim of achieving more economic site formation and to reduce the visible scarring in the hills surrounding the main development area. A preliminary study of Kau Wah Keng valley development to provide a site for a public housing estate was completed. Consulting engineers commenced a feasibility study and investigation into the method for construction of Tsuen Wan By-pass across Tsuen Wan Bay.
Engineering Works
12.28 Site formation for Cheung Shan Housing Authority estate was completed and provision of roads and other services was in progress. Site formation commenced on the adjacent Shek Wai Kok estate (previously named Shing On Estate).
12.29 Roads and drainage works to serve Lai Yiu estate at Ha Kwai Chung and the first phase of Cheung Ching estate on Tsing Yi Island were largely completed and works to serve the second phase of Cheung Ching estate were commenced. Work was started on reclamation and formation of Area 6, Tsing Yi, to provide land for light industry. Provision of roads and drains, to open up further land for industrial development in Kwai Chung Reclamation area, was nearing completion.

12.30 Container terminal developers completed major construction of two additional terminals in Kwai Chung with three new berths for the large
