London, To-day. “Can Japan consolidate her gains in China?" is the title of an article appearing in the "Daily Tele- graph" this morning and contributed by Mr. Edwin Haward, former editor of the “North China Daily News" of Shanghai.
Mr. Haward says that starting with the limited in- tention of creating an economic bloc of North China and Manchuria, Japan has now to achieve a complete conquest.
