Systematic waste detection continued throughout the year. Quarterly checks were carried out in 322 fresh water areas and annual checks in 96 salt water areas. Repairs to the discovered major leaks effected an estimated daily saving of more than 27,975 cubic metres of water.
Mass Transit Works Sub-Division

The diversion of water mains and related works arising from the construction of the Mass Transit Railway progressed satisfactorily and was largely completed.
House Service Sub-Division

The number of meters installed during the year was 44,875, bringing the total number of metered services to 742,100.
11.12
Efforts were maintained to enforce the provisions of the Waterworks Ordinance, with particular emphasis on the checking of waste and illegal draw-off of mains water. In the year under review, 95 prosecutions were instituted, and with the exception of one acquittal, 51 resulted in convictions and in fines totalling $51,520. Results of the remaining prosecutions are still awaited. Recruitment of staff for the Prosecution Unit was in progress.

11.13 The Division comprises a Headworks Sub-Division, responsible for the maintenance and operation of storage reservoirs, intakes, filter stations, trunk mains and service reservoirs, and an Operations Sub-Division, responsible for monitoring the output and adequacy of pumping stations, treatment works, service reservoirs and other facilities, for the collection and processing of hydrological data for design and record purposes, and for the development of rules for the operation of the multi-reservoir system.

The commissioning tests of the Lok On Pai desalination plant were completed in June 1976, after which only one unit continued in operation in accordance with programmed requirements. The product was delivered into the supply system via Tai Lam Chung Reservoir, and a total of nearly 5.6 million cubic metres of water was produced.
11.15 Details of rainfall, storage and consumption are shown in Appendix CC. Rainfall was 0.8% above average. Yield decreased by 4.4%, daily average consumption increased by 9.8% and the peak daily consumption increased by 12.9% compared with the previous year.
