JAPAN'S SCHEMES FOR ECONOMIC DEVELOPMENT Important Figure Arrives In Shanghai

To Control New

Shanghai To-day.

Some interest is being shown by commercial circles here in the arrival of Mr. Kenji Kodama, form- er president of the Yokohama Specie Bank and new president of "The Central China Develop- ment Company," which comprises seven sub- sidiaries incorporated as joint Sino-Japanese enterprises, under the laws of "The Nanking -Government.”

This concern will control in future, mining power, and water supply, inlands shipping, telegra- phic and telephonic communications, real es- tate, motor transport and fisheries, in the ter ritories of Central China, at present occupied by the Japanese.

The holding company has been capitalised with Yen 100,000,000. According to Mr. Kodama, the activities of the new concern do not constitute a threat to the vested rights and interests of foreign Powers, the purpose of the concern lying "solely in assisting in the economic development of Central China."
