New York, October 27.

Lonkowski is a civilian official of the Ministry of War in Berlin.
The letters referred to Herr von Papen as having got into touch with a former captain in the Swiss army who, at the time the letters were writ- ten, was employed in an American ammunition factory. He was asked about inventions for rust- proofing ammunition.
The letters were seized when forthcoming later.
