FORWARD PLANNING

Normal public works projects take at least three years from conception to completion and thus even a scheme which can be considered in isolation must be planned for the conditions which will exist this length of time ahead. Most projects, however, are only part of an overall plan or policy and the Department has to plan far ahead of the present needs in order to anticipate requirements in future years.
BUILDING
Government Buildings

In addition to the maintenance of Government Buildings and the design and construction of a section of the Public Housing Programme, the Architectural Office is responsible for a number of programmes of work, the respective programmes being controlled and reviewed as follows :-
(a) The Building Section of the Public Works Programme, which is controlled by the needs of the client departments and, in turn, governed by an overall programme or policy, and is limited by Government's financial resources. The order of priority in which work on projects in the Public Works Programme should proceed and in which projects should be included in the Programme approved by the Public Works Sub-Committee and the programming of building projects during 1976/77 continued to be governed by Government's financial resources. Other work continued on the preparation of drawings and contract documentation for projects included in the Five-Year Forecast of Expenditure.
(b) The programme in respect of community facilities in the three New Towns and the New Territories Rural Development Areas, controlled by development programmes reviewed at regular intervals by the New Towns and Public Housing Sub-Committee.
(c) The 1976/77 to 1983/84 Defence Cost Agreement Programme of Capital Work, which is reviewed at regular intervals by the Works Services Planning Committee.
(d) The Programme of Work for Victoria Barracks Reprovisioning and R.A.F. Kai Tak Reprovisioning under the 1976/77 to 1983/84 Defence Cost Agreement, controlled by the Re-provisioning Steering Group.
(e) The Urban Council Programme of Works, which is controlled and regularly reviewed by the Works Planning Select Committee of the Urban Council.
