HAVING accus.to, ed 1930 month, it must have been rather a comedown (or perhaps a relief) to collectors to find only four new issues during October. The schedule was 14-cent Pierce, 15-cent Buchanan, 16- cent. Lincoln and 17-cent Johnson adhesives. All these stamps had first day sale in Washington.

Abraham Lincoln is the only one. of these presidents who has previous- ly been portrayed on postage stamps. The other three are newcomers to the philatelic picture gallery.

Franklin Pierce, 14th president, was born in New Hampshire in 1804.. His father, General Benjamin Pierce, had won his title in the Revolution- ary War, and later served two terms as governor of New Hampshire. This distinguished background gave young Franklin many advantages. He at- tended Bowdoin College, studied law,

and was admitted to the bar in 1827. Two years later he entered public life. His riso was rapid, and in 1837 young Pierce took his seat as the youngest member of the United States Senate. He served as Sena- tor for five years, then returned to law. The outbreak of the Mexican War made him again give up his pri vate practice. Although Pierce "be- gan his military life as a private soldier, President Polk soon appoint- ed him brigadier-general of volun- did Military life, however. teers. not result in a distinguished carcer for Pierce. He was a man of peace and won his place in the White House the merits of his private life rather than the glories of warfare.

James Buchanan came to the pre- sidential chair after a long and able career as a statesman. He was in his 60th year at the time of his in- auguration; the oldest man éver chosen to that office with the excep- tion of William Henry Harrison. He is also noted as being the only bache lor ever to hold office as president. A niece and nephew shared the White House with him. Buchanan was exceptionally able in the ad- ministration of foreign affairs and under normal conditions would prob- ably have proven a President of great distinction. The seething un- rest which permeated the country during his years of office brought forth problems requiring abilities he did not possess, and he was not in national favour when his term, ended. He was only too glad to pass his charge into abler hands and retire to his estate in Pennsylvania.

-The hands that took over the tasks laid down by Buchanan had super- human tasks before them, but they never failed in the job to be done, for they were the hands of Lincoln.

The last stamp on the October schedule portrays Andrew Johnson, who succeeded to the presidential chair after the death of Lincoln. His term-of office was the tragic era of reconstruction.

Ten additional stamps remain on the presidential series schedule, and these are expected to appear during this and next month.

BRITISH COLONIALS THE British island possession of THE

Montserrat in the West Indies has issued its "new reign" postage paper. The new set consists of three designs, all featuring a profile por- trait of King George VI in the upper left. A view of Carr's Bay appears on the ad, green; 3d., chocolate; 1sh., brown-violet and 5sh., rose-red. A scene depicting natives picking sea -island cotton is shown on the 1d., carmine; 11⁄2d., purple and 21⁄2d., ul- tramarine. The third design pre- -sents the Botanic Station and is fea- tured on the 2d., orange; 6d., dull purple and 2sh. 6d., slate blue.

́ING GEORGE VI postage has been issued by the volcanic island of Dominica, also of the West Indies, This set consists of 10 pictorial stamps in four new designs. Again a portrait of the King is featured on each stamp. Fresh Water Lake pro- vides the design for the d., green and brown; ed., violet and green, and 28h. 6d., scarlet, and black. Layou River appears on the Id., scarlet and black; 8d., brown and olive-green; and 5sh., brown and blue. Natives pick- ing limes make up the scene used for the 1d., violet and green; and 2d., ultramarine and red-violet. Boiling Lake is the subject of the 2d., gray and bright red and 1sh., olive and purple stampa.
