Surcharged air mail letters may be posted in the ordinary posting boxes. and bear sufficient postage. They should be clearly marked "By Air Mail”. Insufficiently prepaid letters may be taxed with double the deficiency forwarded by Steamer Service, at the discretion of the Post Office.
