12.45 In the private sector, ten buildings were completed, one being a factory building, and at the end of the year 18 buildings were under construction including 10 factory buildings.
Planning
12.46 Further amendments to the outline development plan were under consideration in the light of the Stage II engineering investigation.
12.47 Layout plans for Areas 4 and 30A and a planning brief for the public housing estate in Area 27 were approved by the New Territories Development Progress Committee. Layout of the town centre in Areas 11 and 37A was being finalised and work commenced on a sketch layout for Area 37B. Other layout plans continued to be revised as a result of further detailed planning, while some 30 extract plans were prepared and circulated in connection with advisory work on planning matters for Government and private development projects.
Land
12.48 Action continued on resumption of land and clearance in areas required for development. A total of 9,340 square metres of land, including 8,640 square metres for industrial purposes, was granted by private treaty, and 16 building covenants were extended.

GENERAL
12.49 The New Territories Development Branch is responsible for development in the New Territories, other than the new towns, required to meet the 10-year Housing Target and for other development associated with the Rural Housing Programme. In addition, the Branch advises the New Territories Administration on other development in the New Territories and on the programme of local public works.
12.50 The development areas in the New Territories outside the new towns, selected with the objective of creating balanced communities related to public housing estates in the 10-year Housing Programme include the towns of Tai Po, Fan Ling, Shek Wu Hui and Yuen Long, while those areas associated with public housing estates in the Rural Housing Programme include Sham Tseng, Sai Kung (Tsim Mui Hoi), Lau Fau Shan, Tan Kwai Tsuen, Peng Chau, Mui Wo, Tai O and Cheung Chau.
