Responsibility for the development of a new town at Tuen Mun is borne by the Tuen Mun New Town Development Office. The full extent of the new town as planned covers an area of some 1,100 hectares and will accommodate a population of 486,000 persons.
12.40 Engineering works are complete for Stage IA development, which covers 93 hectares and will accommodate 54,000 persons; building development was in progress.
12.41 The development programme for Stage IB was updated, this being arranged in 12 packages to provide flexibility of expenditure whilst maintaining a balance of development. Stage IB covers about 140 hectares and will together with Stage IA produce a balanced township for 191,000 persons.
PROGRESS
Investigation and Design
12.42 Site investigation was completed, and investigation of the river training requirements in the northern part of the new town was well advanced. Consulting engineers began the preparation of a feasibility report on the full Stage II development, which will provide a basis for sub-division of this Stage into further development packages. Detailed design and working drawings were completed for eight contracts, for which tenders were called.
Engineering Works

1.4 hectares were reclaimed in Areas 14 and 18 for use as temporary commercial and boatyard resites. Under Stage IB, reclamation was proceeding in Area 37 in connection with the construction of a road to link the new town with Tuen Mun Road. Work started on roads and drains in Area 4B and on extension of the Tuen Mun water treatment works. A further extension of Pillar Point Road from Pillar Point to the proposed Siu Lang Shui controlled refuse tip was commenced.
