12.15 During the year, tenders were called by the New Territories Administration, and a contract subsequently awarded to a consortium of private developers, for a comprehensive private development in Area 14. Under the lease conditions, the developers will develop at their own cost a total area of about 60 hectares and hand back to Government about 44 hectares for various public uses while retaining the remaining 16 hectares for private residential development. Towards the end of the year, tenders were also called by the New Territories Administration for a similar type of private development in Area 48.
12.16 During the year, good progress was made by a private developer on building work in residential Area 32.
Planning
12.17 The Sha Tin Outline Development Plan was amended during the year and the major part of a revised plan drawn up including the incorporation of footway and cycle path networks.
12.18 The final layout plan for the town centre in Area 7 was completed and approved in principle by both Public Works Department Conference and New Territories Development Progress Committee. A special architectural study of this comprehensive development was also undertaken.
12.19 Layout plans for Planning Areas 21B and 47B were completed and approved to enable the design of essential public facilities to proceed.
12.20 Layout plans for Industrial Area 16B and for the borrow area which will be formed into a country park in Area 57 were completed. Significant progress was made with the preparation or revision of layout plans for Planning Areas 3 (residential and industrial), 5B (private residential), 8 (public housing), 12 and 26 (recreational), 14 (private development); 20 and 25 (Government and institutional), 42, 43 and 46 (private residential).
12.21 Planning briefs were also drawn up for public housing sites in Area 50 for the Housing Society and in Area 5D for the Housing Authority.

GENERAL
12.22 Tsuen Wan New Town Development Office is responsible for the development of a new town at Tsuen Wan, which also encompasses Kwai Chung and Tsing Yi Island and is being designed for a population of 900,000.
12.23 By the end of the year the population capacity of the new town was estimated to have reached about 530,000, of which 75% was accommodated in public housing.
