The Contracts & Claims Adviser served on the Standing Committee on Conditions of Contract and on Working Parties concerned with reviewing the methods of reimbursing contractors for price fluctuations and the employment of consulting engineers.

CONTRACT ADVISER

The Contract Adviser is responsible for advising the Water Supplies Department on contract and tender procedures and documents. Regular site visits were made to all Construction Division work sites to ensure that the site records were being kept satisfactorily. Contract procedures and practices were carefully examined and improvements recommended to ensure, as far as possible, consistency between contracts. The Contract Procedure Manual was amended and other standard documents were in course of preparation, amendment or updating. During the year, the Contract Adviser assisted in the processing and resolution of outstanding civil engineering claims in respect of the 181,840 cubic metres per day desalter at Lok On Pai.
11.131 Close liaison was maintained with the Contracts and Claims Adviser and Contract Advisers of other P.W.D. Departments, on common procedures and practices.
