contract documents for certain of the consumable materials required for plant operation, and for miscellaneous studies and enquiries which are required from time to time. The Division is also concerned with the
evaluation of plant performance and for preliminary studies in connection with possible future de salting projects.
11.87 The Operations Division is sub-divided into three distinct sections, Maintenance, Operations and Support Services.
11.88 The Maintenance Section is concerned with all aspects of on-site supervision of plant erection and commissioning. It also deals with on-site design work in connection with the routing of power, control and instrument cables, and with residual design matters where problems of installation, performance and reliability arise. The Maintenance Section is also responsible for procurement of spares, establishment of stores procedures and the recruitment and training of maintenance staff.
11.89 The Operations Section is responsible for all aspects of plant operation, including recruitment and training of staff.
11.90 The Support Services include the Laboratory (which handles all matters concerned with brine chemistry, product treatment, fuel and acid analyses and corrosion monitoring), the Efficiency Engineers and the clerical and secretarial staff.
11.91 The Chief Engineer/Special Duties and his staff are responsible for the residual civil engineering works, including outstanding claims.

11.92 Regular meetings were held with the Consultants and the site staff to discuss contractual and technical problems.
11.93 Periodic meetings were held with the main plant contractor in connection with the contractual performances tests. The tests were observed, records taken, and the tests evaluated for units 1 to 4.
11.94 Quarterly estimates of loan withdrawals and certificates of progress continued to be furnished to the Asian Development Bank, as required under the Loan Agreement.
Possible Future Large Scale Desalting Plant
11.95 The final report on possible air pollution arising from the siting of a large scale plant at either High Island or Castle Peak (Lung Kwu Tan) was agreed with the Consultants, and was printed and distributed.
