Urban District Planning Division
10.06 The Urban District Planning Division is responsible for the preparation of draft Town Planning Board plans for the urban areas, i.e. Hong Kong Island, Kowloon and New Kowloon. It also prepares departmental, outline development and layout plans for the Layout Plans Sub-Committee of Land Development Policy Committee. The Division is responsible for development control and the reservation of sites for Government Departments and utility companies and other purposes.
The New Territories District Planning Division
10.07 The New Territories District Planning Division is responsible for the preparation of draft Town Planning Board plans for the new towns and other areas in the New Territories and departmental, outline development, layout and outline zoning plans for New Territories Development Progress Committee. The Division is responsible for advising the New Territories Administration on development control and reservation of sites for Government Departments, utility companies and other purposes in the New Territories other than the New Towns and the market towns.
Design, Layout and Special Studies Section
10.08 This Section is responsible for the preparation of layouts for development areas in the urban areas, New Towns and other development areas in the New Territories. It also advises on major private development proposals.
10.09 HONG KONG OUTLINE PLANNING DIVISION

The principal function of this Division is the preparation and revision of the Hong Kong Outline Plan and the up-dating of the 10-Year Development Programmes. The Division also carries out land use, constructional, occupancy and other special surveys for planning purposes. The information obtained is analysed within the framework of primary, secondary and tertiary planning units in order to correlate land use with demographic and other planning data. Background studies which set out the existing conditions and future requirements in planning areas are prepared to ensure the integration of district and outline planning.
