fitting of ten sets of oxygen pipe work and stretcher gear, and six 12 cubic yard side-loading refuse collection vehicles. Protective screens were fitted to nine vehicles, metal canopies were fitted to fifty-two vehicles, security cages to fifteen vehicles of the Royal Hong Kong Regiment and wire metal tail gates to five 3-ton lorries. Twenty-four fuel tanks, thirty-eight rear mudguards for Pakamatic refuse collection vehicles and twenty mudguards for trailers were fabricated. Anti-rust preservative was applied to twenty-five vehicles. Four hundred and forty publicity slogan boards, seventy-eight refuse bins and two refuse handcarts were fabricated. The bodies of two hundred and thirty-six vehicles were repainted and/or repaired. Modifications carried out included those on Royal Hong Kong Police Landrovers and meat delivery vans for the Urban Services Department.

Transport Pool

8.22

The Transport Supervisor, in charge of the Government Transport Pool, is responsible for the registration, allocation and operation of all Government vehicles, including bicycles, and the keeping of the master records in respect of these. He is also responsible for the testing and recruitment of Government Motor Drivers, their master records and the issue of Government Driving Permits. In addition he provides tuition to Government officers who are required to be motor vehicle drivers or motor cycle or scooter riders.

8.23

During the period under review, the 167 vehicles of the Pool made 25,662 trips and a total of 11,395 commercial vehicles were hired to supplement Pool Transport. Of 776 drivers, including Government officers, who were tested 557 passed; 41 drivers were engaged. Government vehicles of all Departments were involved in 1,145 traffic accidents.

Equipment Evaluation Section

8.24

This Section acts as a general consultant on all matters pertaining to minor electrical and mechanical equipment purchased by various Government Departments. All tenders and orders for such equipment are vetted to ensure general acceptability and to prevent purchase of diverse makes of the same items necessitating large spare parts holdings. A total of 356 tenders of a total value of $6.79 million was processed during the year. Technical advice was given and specifications prepared in respect of 120 items of miscellaneous electrical and mechanical equipment.

8.25

In addition, this Section has carried out a thorough and lengthy investigation into complaints of noise pollution in connection with the air conditioning or ventilation systems of various large privately-owned buildings.

Quality Control Section

8.26

Staff shortage has necessitated quality control functions in the Workshops being reduced to a smaller scope than was originally envisaged. Instructions on the application of paints, maintenance of
