Building Surveyor (General), Government Building Surveyor (Works), Government Building Surveyor (Special Duties) and the Government Structural Engineer who all meet weekly as a Management Committee and a Buildings Ordinance Committee to deal with forward planning and matters arising from the administration of the Buildings Ordinance respectively.

The principal function of the General Divisions is to scrutinise and approve all plans for private building and street works, to grant consent to commence work, to carry out periodical inspections during construction and to inspect and issue occupation permits upon completion.

Although the number of occupation permits issued in the year under review decreased by almost 17% compared with the previous year, the declared cost of completed buildings amounted to $1,865M which almost equalled the previous year's record high. The number of building proposals approved decreased by 9.5% from 643 in the previous year to 582 this year.

A number of projects of major importance were in hand during the year including proposals for three major resort schemes on Lantau Island and the Construction Industry Training Centre at Kwun Tong which is being constructed as a result of the Industrial Training (Construction Industry) Ordinance becoming law in September 1975. The Harbour City commercial/residential complex in Kowloon was approved and on Hong Kong Island various major projects such as the Oceanarium, Convention Centre and the new Arts Centre were either completed or were in an advanced state of construction.
