The Department commissioned a firm of consulting engineers (Freeman Fox, Wilbur Smith & Associates) in 1967 to make a proposal for the future development of the major road network. Their report on Hong Kong Long Term Road Study was published in 1968. The recommendations contained in this report, together with traffic data from 321 counting stations throughout the territory, are used by the Highways Office to formulate a programme of construction and improvement giving recommended priorities for works.

Wilbur Smith & Associates, a firm of transportation and traffic consultants, continued to work on the Hong Kong Comprehensive Transport Study, in which information given in previous major transportation studies was updated. Volume I of the draft Final Report on this Study was issued and Volumes II and III will be issued shortly.

Drainage & Water Pollution Control Projects

Regular monitoring of harbour and beach waters and bottom sediments continues to measure the pollution level and the effects of marine disposal of sewage and trade effluents. This is a long-term operation and the results are utilized in the planning of sewage treatment and disposal works.

3.15

The study of the design capacity of existing stormwater drainage systems is in hand while the capacity of existing sewerage systems in major sewerage districts is kept under constant review with a view to determining the need and programme for improvements where necessary to cope with development.

Sewage Treatment Projects and Solid Waste Disposal Projects

The $100 million Asian Development Bank loan for the construction of the Permanent Sewage Treatment Plant at Sha Tin New Town was signed in March 1976 and preparation was completed for the first sets of electrical and mechanical tenders. A total of 16 tenders will be invited for the construction of the project which, when completed in 1979, will serve the needs of population and industry in Sha Tin New Town.

Experimental work continued at the Pilot Sewage Treatment Plant at Shek Wu Hui. This study will yield valuable data for the selection of treatment processes and design of future sewage treatment plant in the territory.

3.18

To cater for the expected growth in the amount of refuse on Hong Kong Island, Consulting Engineers were appointed to undertake the design and construction of a composting plant at Chai Wan.

Port Works

3.19

The planning of marine structures such as piers, breakwaters, seawalls and beacons is carried out broadly in accordance with a 5-year programme of work. This programme is based on the requirements for marine facilities, but takes into account their importance in relation to the many other items in the Public Works Programme.
