Mr. R. A. Butler, in the House of Commons yester- day, was questioned by Mr. Davis Adams about opium imports to China, particularly the 300 chests by a Japanese firm through Shang- hai. Mr. Butler said that as the Japanese delegate in Geneva declared that the Japanese firm acted "solely as shipping agents, no technical breach of the 1925 Convention had been committed by the Japanese Government.
