ed to deal with questions of trade in those parts of Northern China occupied by the Japanese held meetings on Thursday and Friday ́ ́ at which measures for the future economic development of North- ern China were discussed.

A report subsequently issued states that the aim of the Com- mittee is to assure equilibrium between the value of exports of raw materials from Northern China to Japan and the value of Japanese finished goods export--- ed to that region. It is further stated that Japanese capital to the amount of 350 million yen will be invested in coal. iron and electrical industries of Northern China and the committee presses the hope that this sum will be increased by Chinese in- vestments. This Committee also expresses the wish that foreign capital will be attracted by pros- pects in Northern China. With this aim in view, the committee proposes that

ex-
