12.07 A development programme for Sha Tin New Town was prepared in August 1974 consisting of a number of individual packages with varying priorities. Individual packages are 'balanced' in that all essential services, community facilities and communications required in the area have been provided. However, housing and industrial development are in different packages and a balance of employment opportunities with population build-up can only be achieved if both types of package proceed concurrently. This factor was taken into account in assessing the order of priority in which packages were presented. Other factors taken into account in assessing priorities were the existing commitment, the public housing programme, land acquisition, comparative costs, land revenue and the possibility of private development. A forecast of annual expenditure for the New Town development was also included in the programme.

PROGRESS

Investigation and Design

12.08 The Tolo Harbour Investigation progressed well. Monitoring of the two tide gauges continued while arrangements were made for the installation of a wave recorder and an anemometer. An in-depth investigation of various mathematical models continued on a broad front.

12.09 Detailed designs of the reclamation and seawall construction in Area 8C, 15A and 21 and of a main culvert in Area 8B were completed and tenders for these works were called in March 1975. Detailed design of reclamation in Area 47B, trunk road T1 adjacent to the race course, industrial Area 16B and of the Interim Sewage Treatment Works and Stage I of the Permanent Sewage Treatment Works continued.

Engineering Works

12.10 Good progress was made on reclamation works in Areas 8 and 26 with site formation for Phase 1 of the Wo Che San Tsuen public housing estate completed. Some 800,000 cubic metres of filling material were dumped reclaiming a further 15 hectares of land. Construction of the temporary sewage treatment works progressed well and by March 1975, the civil works contract was 78% complete. The erection of a contact tank was also completed.

12.11 Work on the construction of the main culvert in Areas 7 and 8 and the construction of the Phase 1 trunk sewer in Area 8 was substantially completed. During the year, work commenced on the construction of roads and drains in Area 16A which is zoned for industrial use. Works proceeded ahead of schedule on the construction of internal roads and drains in the Lek Yuen San Tsuen public housing estate and by March 1975 it was about half complete.

12.12 Close liaison was maintained with the Royal Hong Kong Jockey Club and their architects engaged on the construction of the new race course at Sha Tin with a view to co-ordinating their activities with the New Town engineering works. Reclamation of part of Area 47B adjacent to the race course was undertaken by the Royal Hong Kong Jockey Club on behalf of Government.
