The Unit is responsible for liaising with consulting engineers engaged on water supply schemes other than desalting. Expenditure during the year amounted to over $243 million.
High Island Water Scheme
11.117
Satisfactory progress was maintained in the construction of the West Dam to the High Island Reservoir. Progress on the East Dam was delayed due to the unexpected leakage through the foundation of the East Sea Cofferdam, but it was anticipated that some of this delay would be made up in the later stages of the work.

Progress in the construction of the tunnels and intakes continued to be satisfactory and work is nearing completion.
11.119 Contracts for the construction of 4 (out of the 8) lowland pumping stations were awarded and construction work had just commenced.
Raising of Plover Cove Dams, Uprating and Extension of Sha Tin Treatment Works and Pumping Station and Tai Po Tau Pumping Station
11.120 All major civil works were completed and the installation of chemical plant at Sha Tin Treatment Works was substantially completed. The installation of electrical plant and services was progressing satisfactorily, and instrumentation work for the scheme had just been commenced.

Due to the water level in the Plover Cove Reservoir being higher than anticipated, the commissioning of tunnel gates was further delayed.
This is now expected to take place in May 1975.
CONTRACTS & CLAIMS UNIT

The Unit is responsible for examining standard forms, Conditions of Contract and other standard procedures, and advises on the preparation of contract documents. In particular it aims to minimize the number and effect of claims from contractors.

Claims arising on projects managed by Waterworks Office and the Consulting Engineers were examined and liaison maintained with the Legal Department to ensure that Government's best interests were being served.
