OPERATIONS DIVISION

As from September 1974, the Superintending Engineer assumed full responsibility for all erection and commissioning work on site. Under him, the Senior Maintenance Engineer and his staff were responsible for supervision of plant erection and the Deputy Superintending Engineer and his staff were responsible for staff training, preparation of manuals, procedures etc., plant commissioning and operation.

During the year, No. 1 unit was completed and initial trial running and adjustment commenced in March 1975. No. 2 unit was 90% complete, and No. 3 to No. 6 units were in various stages of completion.

The revised staff structure for the Operations Division was approved in October 1974, but with the improvement in the water situation at the end of 1974, a reduced output was envisaged in 1975 and the programme of phased recruitment was modified accordingly.
11.103 At the end of March 1975, the total work force stood at 114. The post of Senior Chemist was filled, though the officer had not yet arrived. One candidate was under consideration for the post of Assistant Shift Charge Engineer and five posts for Control Engineers were expected to be filled in the near future.
Experimental Plant

A decision had been made to dispose of the 50,000 gallons per day experimental desalter. For this purpose, arrangements were being made by the Director of Government Supplies to invite international tenders.

The main responsibilities of the unit are the control of treatment at filter stations and the monitoring of water quality throughout the distribution system to ensure that tap water conforms to international standards of purity.
11.106 It operates two fully-equipped water examination laboratories, the principal one being located in new premises forming part of the Sha Tin Treatment Works extensions. A total of 39,649 samples were examined of which 1,131 were submitted by other Government departments, commercial and industrial firms and the general public who utilised the unit's advisory services in connection with various water quality and treatment matters.
