Urban District Planning Division

The Urban District Planning Division deals with district planning in the urban areas, i.e. Hong Kong Island, Kowloon and New Kowloon. It prepares draft outline zoning plans and outline development and layout plans for the urban areas. The Division is responsible for development control and the reservation of sites for Government Departments and utility companies and other purposes.
The New Territories District Planning Division

The New Territories District Planning Division deals with district planning matters in those parts of the New Territories which are not within the new towns of Tsuen Wan/Kwai Chung/Tsing Yi, Sha Tin and Tuen Mun and the development areas required to implement the 10-year rural New Territories housing programme. It is responsible for the preparation of draft outline zoning plans, outline development and layout plans. It advises the New Territories Administration on development control and reservation of sites for Government Departments, utility companies and other purposes.
Design, Layout and Special Studies Section

This Section services the District Planning Divisions and prepares layouts for new development areas. It also advises on major private development proposals.
HONG KONG OUTLINE PLANNING DIVISION

10.09 This Division is divided into two sections, Outline Planning and Programming. The functions of the Outline Planning Section include the revision of the Hong Kong Outline Plan and the up-dating of the data bank on which it is based. The functions of the Programming Section include the preparation and up-dating of the 10-Year Development Programme. The Division carries out land use, constructional, occupancy and other special surveys for planning purposes.
The information obtained is analysed within the framework of tertiary, secondary and primary planning units and planning periods in order to correlate land use and demographic data. The Division prepares background studies which set out the existing conditions and future requirements in planning areas and thus ensures the integration of district and outline planning. It carries out special studies and supplies information and reports to the Town Planning Board, Working Group of Hong Kong Comprehensive Transport Study 1973/74 and other advisory committees and Government Departments. It also prepares planning guides for rural areas in the New Territories in consultation with the New Territories District Planning Division and the New Territories Administration.
