10.01 GENERAL
The planning and co-ordination functions of the Town Planning Office require extensive consultation with other Departments, utility companies, organisations and the public. The Office was represented on the Town Planning Board and many committees such as the Building Review Committee, the Standing Conference of Road Use and the Steering Group on Rural N.T. Development and Water Supply. A circular listing all statutory and departmental plans, most of which can be purchased on application to the Cartographer, was issued quarterly to departments, public utility companies and certain non-Government organisations.
10.02 The Town Planning Board met on 10 occasions and considered 25 papers and draft outline zoning plans for 9 planning areas in the urban areas.
10.03 The Land Development Policy Committee and its two sub-committees, namely the Layout Plans Sub-Committee and the Industrial Land Sub-Committee, which deal with all aspects of development and planning policy, considered 12 papers presented by the Town Planning Office. Items considered included outline zoning plans, layout plans, planning guides for rural areas, provision of open spaces, revision of the Hong Kong Outline Plan and preparation of the 10-Year Development Programme.
10.04 Planning advice given on public and private development projects increased substantially during the year.

10.05 The District Planning Branch services the Town Planning Board and Land Development Policy Committee; it provides planning advice to the New Territories Administration and many advisory committees. It prepares plans for the existing and future urban areas, including statutory outline zoning plans for the new towns, and planning guides for rural areas. It is also very much involved in the preparation of urban improvement schemes in the older urban areas. The work of the Branch is undertaken by two divisions, namely, Urban District Planning and New Territories District Planning, and a Design, Layout and Special Studies Section.
