Papers of all shades of political opinion here freely express the painful surprise caused in. French political circles by Mussolini's references to France in his Genoa speech. Disappointment at the Duce's utterances appears all the greater since it had been generally be- lieved that "normalisation" of relations be- tween Paris and Rome was now practically assured.
