The three Works Divisions, regionally located on Hong Kong Island, in Kowloon and in the New Territories, are responsible for the design, construction and maintenance of public roads and associated sewage and drainage systems.

During the year 56 projects, with a total value of $123.17 M., were completed. A further 38 projects with a total value of $192.49 M. were in hand.
Some of these projects are described in paragraphs 9.17 to 9.31.
Maintenance
9.11
Maintenance and improvement of the existing road network continued to demand a substantial part of the Works Divisions' staff efforts. Although 1974 was not a particularly wet year, Typhoon 'Carmen' and Severe Tropical Depression 'Elaine', both of which occurred in October 1974, brought considerable storm damage to increase the burden of maintenance. During the year, $50.86 M. was spent on maintenance and repair of rainstorm damage and $14.29 M. on road improvements. 12.87 km. of road were reconstructed and 29.90 km. resurfaced.
Utility Coordination

Close liaison was maintained with the utility companies, the police and other Government Departments on the co-ordination of trench works. Monthly meetings were held with representatives of the above bodies to plan and phase such works so as to minimise obstruction to vehicular and pedestrian traffic. In this respect, stricter control was exercised due to increased efforts by staff of this Office assisted by the police.
Works associated with Public Housing Estates

In Kowloon, construction of estate roads, drains and recreation facilities were completed for Lam Tin and Ho Man Tin Estates, and in the New Territories, works on Lai Chi Kok Terrace Road which serves several housing sites in the area were completed.
9.14
Two separate contracts were started for construction of roads and drainage at Pak Tin Estate and Mei Tung Estate Area 'D'. Works were also commenced at Lai King, Lei Muk Shue and Lek Yuen Estates. Planning for the main drainage at Ha Kwai Chung Estate was completed.
Drainage and Sewage Works
9.15
Comprehensive drainage systems were completed in conjunction with road projects and building development in a number of districts on Hong Kong Island including Quarry Bay, Tai Hang, Wah Fu Estate, A Kung Ngam, North Point, Chai Wan and Wong Chuk Hang. Works were commenced for the main sewer in Kwai Chung Development Area 10H. Drainage maintenance operations continued to be an important responsibility of the three Works Divisions.
