CONTROL OF CUSTOMS

London, To-day.

Questions on the examination of cargo by the Cus- toms in Shanghai, were put in the House of Commons yesterday by Sir John Haslam, Con- servative Member for Bolton.

Sir John asked whether in the recent negotiations in regard to Chinese Customs revenue, the Bri- tish. Government had been able to obtain any agreement with the Japanese Government to terminate the abuses arising from examina- tion of Japanese cargoes by Japanese examin- ers and Japanese tidewaiters, and to restore the former international system of Customs inspection.

Mr. R. A. Butler, Under-Secre- tary for Foreign Affairs, confirmed that Chinese and foreign em- ployees were excluded from certain wharves in Shanghai, but added that the Japanese examiners and tidewaiters were regularly ap- pointed Customs employees.

Sir John Haslam asked if the cargo was examined and investi-I gated by Japanese even though it was the International Settlement, and was it not unfair to Lanca- shire, and British exporters gen- erally, when the Japanese were keen competitors? ›

Mr. Butler referred to his pre- vious answer. Reuter,
