MR. A. W. BURKILL CRITICAL OF CUSTOMS PACT AND JAPAN'S ACTS

While the agreement with Japan in respect of the Chinese Customs was certainly for the benefit of bondholders, judgment must be suspended until they saw the significance of the agree- ment, declared Mr. A. W. Burkill, presiding at the annual meeting of the China Association yesterday.

It was vital for the future of international trade and equal opportunity in China, that the Cus- toms should function as it did before the war. The Japanese-controlled adminis- tration had brought equal oppor- tunity to an end.

Referring to the currency confu- sion in North China, Mr. Burkill described the outlook for British trade as menacing, since non-Japan- ese exporters to North China had no assurance of payment in cur- rency convertible to sterling.

RECONCILIATION DIFFICULT

Mr. Burkill added that it- extremely difficult to reconcile crea- tion of this situation with the Ja- panese assurance, that she has no intention of damaging foreign in- terests or excluding foreign traders from Chinese markets.-Reuter.
