6.01
GENERAL
The Civil Engineering Office is concerned primarily with site formation, marine works, stormwater drainage and sewerage, sewage treatment and disposal systems and, jointly with the Electrical & Mechanical Office, engineering works for refuse disposal. The Office is also responsible for the civil engineering works required for the development of Kai Tak Airport and the Kowloon-Canton Railway as well as some current engineering works in two of the New Towns. In addition, it operates all P.W.D. material-testing laboratories and Government quarries, administers the Sand Monopoly and all contracts for quarrying let out to private concerns and provides liaison to facilitate the development and maintenance of Kai Tak Airport. Consulting engineers are employed to carry out certain projects primarily due to staff shortage, although in a few instances they are employed because the required expertise is not available in the Office.
6.02
The Office is divided into 5 divisions, 2 sections and 1 unit, the responsibilities of which are outlined on the organisation chart.
6.03
Although most works, including maintenance, are carried out by contract, the Office maintains a direct-labour force for the operation of Government quarries, sewage-treatment works and floating plant. Satisfactory progress was generally maintained throughout the year. The non-recurrent expenditure this year amounted to $203.5 M. while $4.5 M. was spent on maintenance, minor improvement works, and storm damage repairs.
6.04
Projects completed or under construction and particulars of site formation schemes are listed in Appendices O, P and Q respectively. A list of projects undertaken by consulting engineers is given at Appendix R, while statistics relating to road and drainage works, Government quarry products and sales of sand are summarized in Appendix S.
