To meet the increased workload under the Public Works Building Programme, the Branch had proposed to increase the number of Professional/Assistant Professional staff by about 11%, however, due to financial restraint in the year under review and possibly in next year, the proposed expansion had not materialized.
The balance of workload and staff strength will be kept under constant review.

BUILDING SERVICES BRANCH
Government Building Services Engineer: Frank S.W. AU, B.Sc.(Eng.), C.Eng., M.I.E.E.
Chief Building Services Engineer: W.M. HARRISON, B.Sc.Tech., C.Eng., M.I.E.E., M.I.K.V.E., A.M.B.I.M.
This Branch is under the overall control of the Government Building Services Engineer and is organised into two main Divisions, New Works and Maintenance. The New Works Division, headed by the Chief Building Services Engineer, is sub-divided into six Sections, each under the supervision of a Senior Building Services Engineer, with its complement of Building Services Engineers, Assistant Building Services Engineers, and Engineering Assistants. Four Sections each support an Architectural Division as well as carrying out Building Services projects, one Section supports an Engineering Division of the Civil Engineering Office and one Section carried out modernizing and improvement works in the older Government buildings which are beyond the scope of normal maintenance works. Each Section is responsible for the design, specification and supervision of the installation of electrical, lift, air-conditioning, refrigeration, mechanical services, liquefied petroleum and town gas services, fire service, and communal aerial broadcast distribution systems in new public works projects (including Government Housing Estates and Hung Hom Development) and military new works projects. Now included in the scope of Building Services work is communal aerial broadcast distribution systems. The new works site supervisory staff is organised into ten Districts in line with the Building Site Supervisory Staff of the Architectural Branch. The Maintenance Division, headed by a Senior Building Services Engineer, has a similar complement of staff, including Site Supervisory Staff, and is responsible for the maintenance of electrical, lift, gas, fire service and communal aerial broadcast distribution systems in existing Government and H.B.M. Services establishments.

In addition to projects designed within the Architectural Office, the Branch is responsible for the design, specification and supervision of the installation of Building Services in buildings designed by private architects on behalf of the Government. The Branch has also commissioned Consultant Engineers for building engineering services estimated to cost $60.59M in 16 major projects which are at present in various stages of investigation, design or progress. Assistance has also been given to the Education Department on the subject of building services installations in grant-in-aid and subsidized schools.

During the year, contracts and sub-contracts were let for building services in New Works to a total value of $53.918M and work to the value of $16.417M was ordered on the electrical, lift and other maintenance contracts.
