construction and improvement giving recommended priorities for works.

Wilbur Smith & Associates, a firm of transportation and traffic Consultants, continued to work on the Hong Kong Comprehensive Transport Study in which information given in previous major transportation studies was updated. As part of this project, a report on the New Territories Transport Requirements to 1983 was also submitted by the consultants.

Drainage & Water Pollution Control Projects

Regular monitoring of harbour and beach waters and bottom sediments has been carried out to measure the pollution level and the effects of marine disposal of sewage. This is a long-term operation and the results were utilized in the planning of sewage treatment and disposal works. Preparation of a long-term sewage treatment and disposal programme plan was in progress. The study of design capacity of stormwater systems continued while the capacity of existing sewer systems in major sewerage districts has been constantly kept under review with a view to determining the need and programme for improvements where necessary to cope with development.

Proposals for the treatment and disposal of sewage from north-west Kowloon, extending from Lai Chi Kok to Yau Ma Tei were accepted by the Advisory Committee on Environmental Pollution (EPCOM). The temporary sewage treatment plant under construction at Sha Tin was well advanced, while the design of the permanent sewage treatment works was being undertaken by Consultants. Construction of the pilot sewage treatment plant at Shek Wu Hui was completed and experimental work was in progress. A detailed study of methods of solid waste disposal for the whole of Hong Kong for the next ten years was completed and a 10-year programme chart was prepared.

Port Works and Reclamation

The planning and construction of seawalls, piers and other marine structures continues to be carried out as and when required.

3.18

Engineering investigation and feasibility studies were carried out to determine the size and layout for larger reclamation schemes.

Land Development

3.19

Where the formation and servicing of undeveloped areas for urban use involve major engineering works, an investigation into the engineering feasibility of the proposed development is carried out by the Civil Engineering Office.

The feasibility reports give details of land formation, pollution build-up, orders of engineering costs, profitability, time required, land clearance problems, main communications, necessary water and other utility services, etc.

These investigations are carried out in accordance with a priority programme which is subject to periodic review. The programme stems from an assessment of the demand for land and its proposed use against the background of Government policy and the Colony Outline Plan.

3.20

Feasibility studies currently in the programme include, for example, areas for development such as Tai Hom, areas north of La Salle Road, and further development at Kwun Tong New Town as well as other locations. Investigation of further sites for controlled tipping of refuse in the territory continued.
