The conclusion is reached that it is possible to achieve the practical advan- tages of separation of the water finances without establishing the Water Department as a munici- pal undertaking as recommended by the Economic Commission of 1934-35.
Under the heading of charges for water, it is recommended that a general charge be made to cover the cost of water sup- plies for communal purposes, that there shall be no free al lowance, extra costs of supply to be met by additional charges, special rates for shipping and building contractors, all other water to be supplied at stan- dard rates.

After & furious counter-at- tack, according to a Chinese military communique, the Chinese forces finally succeed- ed yesterday in dislodging the Japanese troops holding out in northern-Taierchwang. Bitter -hand-to-hand fighting preceded the ejection of the Japanese troops, with the Chinese rely- ing mainly on bayonets, big swords and hand grenades.
Flushed with victory the Chinese forces are reported to be advancing northward along the railway in the direction of Tsaochwang in order to effect a junction with the forces operating eastward of Tsaoch- wang.
The Japanese troops at Yih sien launched an attack yes- terday on the Chinese positions about fifteen kilometres east of Yihsien but were repulsed, says the Chinese communique. -Beuter.
