2.49 The Management Services Unit was formed in June 1974 to advise the Director on all matters relating to the efficiency of working within the Public Works Department with the intention of introducing and maintaining improved organisations, systems and methods throughout the entire range of departmental activities.

A major task of the Unit is to examine the organisational structure of the Department and to this end preliminary studies have been undertaken in the Buildings Ordinance Office and the Electrical & Mechanical Office and reports produced. Similar studies are to be conducted in the other Offices of the Department and when these have been completed the overall organisation of the Department can be evaluated in terms of present and future needs.

Towards the end of the year, however, an urgent study of the organisation and procedures associated with Government land transactions was in progress. Land transactions however, are also a major part of the activities of the Registrar General's Land Office and the New Territories Administration and for this functional study, the Unit was authorised to work outside the normal Departmental boundaries. The Report, which is required to recommend the best way of reducing the time taken to complete transactions, will be submitted directly to the Colonial Secretariat.

The Unit is led by an Organisation & Methods Officer who is responsible to the Director for day-to-day administrative matters and for the planning and execution of management services assignments to meet Departmental requirements. He is, however, responsible to the Assistant Financial Secretary (OM) for all matters relating to management services skills, the circumstances in which they are employed and for maintaining a high standard of professional competence.

To supplement the limited number of experienced management services personnel made available to the Unit, it has been necessary to second professional officers from other Offices of the Department to assist with specific aspects of the studies.

The P.W.D. Metrication Executive Unit was created in June 1972, its primary task being to formulate a metric philosophy within the P.W.D.
