Although the Paul Lee Engineering Co. Ltd. affair had some effect in slowing down expenditure on eleven Engineering contracts, the expenditure on Building, Waterworks and other Engineering projects more than offset this under expenditure. Expenditure on two Waterworks projects, namely, 'High Island Water Scheme' and 'Single Purpose Desalting Plant' was considerably higher than anticipated due to good progress of work, additional payments required for compensation and increases in costs.

Military Works and Services

Under the 1971 Defence Costs Agreement, the Public Works Department is required to undertake all maintenance works and services in Military Establishments throughout the Colony as well as the design and construction of new capital projects for the three Services.

The cost of all maintenance and minor works services costing less than £5,000 or $70,000 is borne by the Hong Kong Government as a charge against general revenue. Major capital works costing over £5,000 are charged against the Hong Kong Government's total agreed capital works contribution of £17M for the five-year period of the agreement.
