Overall financial and accounting control is exercised by the Chief Treasury Accountant. This officer, who is seconded from the Treasury, is directly responsible to the Director of Public Works for the proper execution of all accounting work relative to the day-to-day affairs of the Department. A Supplies Officer, seconded from Government Supplies Department, is attached to the Accounts Section of Headquarters. The Supplies Officer is in overall charge of 21 P.W.D. allocated stores depots attached to various P.W.D. departments, including three military stores taken over from H.B.M. Ministry of Public Buildings and Works.

During the year under review the Technical Audit Unit was disbanded and replaced by the appointment of senior professional staff to act as Contract Advisers. Where applicable, each Office has its own Contract Adviser to whom contractual problems may be referred. It is thought that this system will be an improvement over a Technical Audit Unit, however, a review of the system will be carried out after a 12 month period.

2.06 Also related to the disbandment of the Technical Audit Unit was the formation, in June 1974, of a Management Services Unit to advise the Directors on all matters relating to the efficiency of department activities.

2.07 A Metrication Executive Unit undertakes the task of preparing the Department for its role in spearheading, jointly with Education Department, the introduction of metrication into Government.

2.08

An Information Unit, comprising a Principal Information Officer, seconded from Government Information Services, and a small clerical staff, handles departmental publicity and press enquiries.

2.09

Due to the extent to which the Department is involved in the growth and development of the territory it is necessary for senior headquarters officers to spend much time in various committees.

2.10 The Director of Public Works, besides being a member of Legislative Council and Finance Committee, is Chairman of the Town Planning Board and a member of the Port Committee, Transport Advisory Committee, Polytechnic Board of Governors, Polytechnic Building Development Sub-Committee, Polytechnic Staffing Sub-Committee, Public Works Sub-Committee of Finance Committee, the Chinese Permanent Cemeteries Board of Management, Housing Authority, Housing Authority Building Committee, Land Development Policy Committee and the Mass Transit Railway Provisional Authority.

2.11

The Director of Engineering Development is a member of the Town Planning Board and the Traffic, Roads and Parking Sub-Committee of the Transport Advisory Committee.

2.12

The Director of Building Development is a member of the Town Planning Board and the Authorised Architects Liaison Committee.

2.13 The Director of Water Supplies is a member of the Water Resources Development Committee and the Plover Cove Progress Committee.

2.14

The Director of Lands and Survey is a member of the Port Executive Committee and the Container Committee.
