The Planning Group, besides assisting the Principal Government Highway Engineer and the Government Highway Engineers in the general management of the Office, provides other services to Divisions. These are, monitoring of project expenditures and reviewing of general progress and programme of projects, standardization of design criterion and construction practices, advice on contract administration and claims, stability of slopes and management of library facilities. Due to the financial stringency in this year, the task of the Planning Group in monitoring expenditure, 5-year programming and rephasing projects according to changing priorities became an unusually important one.
New Method of Measurement

In September 1974 a new method of measurement, based on the Department of Environment System of the United Kingdom, was introduced. This standardized method of measurement will be followed in all future Highways contracts.
Computerisation & Metrication
9.08
The planning group also worked on the computerisation of the new method of measurement, the printout of 5 year forecast of expenditures and the quarterly programming of projects. These assignments will be compatible for running on the Government I.C.L. computer. Full metrication of all new contract documents for major construction was also achieved during this year.
