Commenting on the housing situation in the Colony, "The Andrian" says:

We have recently heard from se- veral quarters that land-lords are now beginning to put up the rents in the Colony, and in some cases as much as 40 per cent. We are not among those who think that the landlord is always a deep-dyed vil- lain, and that the tenant is always in the right, but we do think that any attempt to obtain exorbitant rents because of the circumstances under which we are living, is both cruel and completely unprincipled."

It is well known that many land- lords were losing money on their property before the war broke out so there may be a case for them having made some increase in the rents they are now receiving. Even then a 40 per cent. increase is un- warrantable. But for the others who have always got a good return on their property the increase is doubly unjustified.

The Government, it seems to us, by not controlling rent prices, has indirectly appealed to the high prin- ciples of the landlords and until just recently, with fairly good results.

There are scores of people in Hong Kong at the moment who have left the war areas and have very little money indeed to get. along with, and it is nothing less than criminal that they should be harried by profiteering house owners. There are scores of others too who for many years here have paid their rent regularly and faithfully and are now being forced to pay more than they can afford.

We propose, unless the Govern- ment steps in or landlords become more reasonable, that a list be kept of the offenders so that when nor- mality is here again the public may know who were their friends and who were their enemies.
